Workshop: Germany’s Lithuania Deployment: Alliance Assurance and Host Nation Perceptions

Germany’s decision to permanently station troops in Lithuania marked a historic milestone—the first such deployment by Berlin since the end of World War II. While the study of forward-stationed forces has grown considerably, numerous analytical avenues remain underexplored. A great deal remains to be understood about the factors that shape host nation attitudes toward foreign troop presence and the broader political and strategic implications of this phenomenon. This workshop aims to bring together leading scholars and policy practitioners to gain insights into the topic of forward-based troop deployments at a time when the NATO alliance faces manifold internal and external challenges. The event, coorganized by the Interdisciplinary Centre for Baltic Sea Region Research (IFZO), Representation of the State of Mecklenburg-Vorpommern, and the Embassy of the Republic of Lithuania in Germany, will feature two scholarly panels and a high-level policy roundtable.
