Amid rising security tensions and domestic political crises, this subproject examines how resilient democracies in the Baltic Sea states really are. The focus lies not only on how societies withstand crises, but on how they qualitatively develop their institutional and normative foundations — understanding democratic resilience as a process of learning and renewal. The project investigates threat perceptions, institutional trust, democratic values, and social divides. It draws on annual surveys in Finland, Sweden, Poland, Germany, and Lithuania (with a regional sample for Mecklenburg-Vorpommern), complemented by experiments on the effects of political communication, aiming to build an ongoing monitor of democratic resilience in the region.
