Deliberative Cultures in Parliamentary Systems

Deliberative Cultures in Parliamentary Systems

This subproject examines parliamentary mechanisms — debate, communication, and institutional rules — as a central element of democratic will-formation. It focuses on the influence of Swedish consensus practices on West German parliamentary debates during the societal liberalization of the "long 1970s." Comparing Bundestag and Riksdag debates, the project investigates how political language and communication culture helped safeguard democratic order against revisionist tendencies. Resilience is understood here not as static stability, but as parliamentary systems' historically variable capacity to adapt institutionally and communicatively, securing democratic agency in the long run through innovation.
